Applying a Water Reflection Effect to a Photos/Gaussian Blur
The two photos I am using came from a Comstock Cd.
Open the cactus in Fireworks. We will need to make the canvas height twice the picture’s size. Modify > Canvas > Canvas size:
The picture is 323 pixels high so we will increase the height size of the canvas to 646. Drag the cactus picture up to the top of the canvas.
We want to duplicate the photo so click Edit > Cone. This places a copy of the photo on top of the original photo.
Now we will need to flip the photo. Modify > Transform > Flip Vertical:
The cloned copy now appears upside down on top of the original photo. Drag it under your original photo:
While the bottom photo is still selected we will apply the Gaussian Blur Filter. Click Filters > Blur > Gaussian Blur to open the Gaussian Blur dialog box. Assign it a value of 4. The bottom photo should now appear blurred.

Open the water photo. Copy it (Edit > Copy) and then paste it (Edit > Paste) in the Cactus photo. Click on the water photo with the Selection tool and drag it to the bottom flipped photo. Click the Scale tool and resize it to the size of the bottom photo.
Click on the layers palette and change the layers opacity to 30:
